The Atlanta Neighborhood Reinvestment Initiative (NRI) is a $5.5 billion neighborhood plan that brings together community and public, private, and philanthropicorganizations and individuals who donate money to support community causes partners to reinvest in historically Black neighborhoods like Thomasville Heights, English Avenue, Vine City, Bankhead/Hollowell, Grove Park, Downtown/Mechanicsville, and the Campbellton Corridor.

The NRI plan would primarily be paid for by extending Tax Allocation Districts (TADs), a tool that puts tax dollars back into our neighborhoods for housing, buses, roads, and community spaces, so the people who live here now can stay and benefit.

The Atlanta Neighborhood Reinvestment Initiative (NRI) is a $5.5 billion plan to reinvest in Atlanta's historically underserved neighborhoods over the next decade.

WHAT IS THE NRI?

The Atlanta Neighborhood Reinvestment Initiative (NRI) is the city's commitment to ensuring that every neighborhood shares in the city's economic growth, not just wealthy areas. It's a direct response to decades of disinvestmentthe pattern of pulling money, services, and resources out of a neighborhood over many years that left Black and lower income communities behind while other parts of the city thrived.

NRI focuses on preventing displacement, preserving affordability, and building community wealth in neighborhoods that have been historically marginalized. It's about making sure that long-time residents benefit from Atlanta's success, rather than being pushed out by it.

The initiative targets 7 priority neighborhoods and focuses on 8 key areas of investment to create lasting, equitablegrowth and investment that benefits everyone fairly, not just those with higher incomes change.

WHY THIS MATTERS

Black Atlanta is facing an unprecedented crisis: 67% to 47% population decline, 29,746 residents displaced, and 40% of majority-Black neighborhoods lost since 1980. The NRI and TAD extensions are our best tools to reverse these trends.

WHAT ARE TADs?

Tax Allocation Districts (TADs) are the primary funding mechanism for the Atlanta Neighborhood Reinvestment Initiative. They allow the city to reinvest future property tax growth back into the neighborhoods that generate it.
